In 1988, he graduated with honors from Kazan State Medical University with a degree in Medicine.
In 2014, he completed a master's degree in Management at the Russian Academy of National Economy and
Public Administration.
In 2017, he received a DBA degree from the Higher School of Corporate Management of the Russian Academy
of National Economy and Public Administration.
He is a Ph.D. in Medicine and a Honoured Doctor of the Republic of Tatarstan.
Since 2007, he has worked as a chief physician in various healthcare institutions.
In 2015, under his leadership, the Emergency Medical Care Hospital of the Healthcare Institution of the
Republic of Tatarstan became the first in Russia to successfully receive JCI (Joint commission
international) accreditation for quality and safety of medical care.
From 2015 to 2018, I.I. Khairullin was the chief physician of the Healthcare Institution "Oncology
Clinic of the Ministry of Healthcare of the Republic of Tatarstan" (Kazan).
In 2018, he became the first deputy CEO of the International Medical Cluster Foundation, and in 2019
became CEO, overseeing the development, including strategy development and implementation, construction
processes, and interaction with key stakeholders.
